  1. For people on a budget the use of shower curtains as a regular curtain is an great idea. Getting your first apartment or house can be costly in the beginning…. start with less expensive options and when you can afford it, buy some nice curtains. I have done this several times. save them when done for another project. I have used the plain cheap ones as drop cloths or to cover things when painting. You can use a nice curtain rod or a spring rod if that is all your budget allows.
    I would recommend using fabric/ polyester shower curtains. If your worried about them being too thin you can double them, I have done a printed one with an accent colored one for the back side. The cost can be as little as 10$ per curtain or you can go a higher if your budget allows. They are easy to hem or use iron on fabric hem tape, heck you can just use safety pins if they are hanging behind something.
    Everyone has a different take on what is acceptable for decorating, personally, I think shower curtains are a great budget friendly option.
    P.S. I fail to see any kind of safety issue with using shower curtains as regular curtains
